DESCRIPTION

U.S. States and Chinese Provinces are developing ambitious climate targets and policies to reach them. They are also at the center of implementation and experimentation, providing lessons for how to shift from ideas to action. At the same time, states and provinces are not working alone. They are working with one another at the national and regional scale to advance climate action beyond their jurisdictions. Our research, in collaboration with partners including government agencies, evaluates state climate targets and policies, measures progress toward climate goals, and builds tools to inform decision-making. In particular, our U.S. work focuses on California to highlight the processes and lessons-learned from its policy experience. Our efforts work to elevate best-practices, accelerate climate actions, and support dialogue and training programs in the U.S. and China.

China's Subnational 14th Five-Year Plans: Provincial-Level Cities' Climate Goals and Strategies (June 2023)

This policy brief examines the 14th Five-Year Plans (FYPs) released by China’s four provincial-level municipalities. The FYPs outline specific climate policies and targets for carbon emissions reductions, energy supply, transportation, industry, buildings, air quality, and nature-based climate solutions. 

 

14th Five-year Plan Chinese Subnational Climate Policy Briefs

This set of policy briefs breaks down a set of Chinese provincial plans to implement the 14th Five-Year Plan goals at the subnational level. They detail actions being taken on carbon peaking and neutrality goals, environmental targets, and in sectors such as energy, transportation, industry, buildings, and natural and working lands.

Insights from States’ Leadership in Climate Action

Research from the California-China Climate Institute examines the climate policy portfolios of the twenty-eight U.S. states with near- or long-term climate targets as of October 2021. This blog summarizes its key findings.  

States’ Climate Action for Achieving Carbon Neutrality: What’s out there and yet to be done?

As of October 2021, twenty-eight U.S. states had set near- or long-term greenhouse gas emissions reductions targets. This white paper analyzes those state targets, and the sectoral policy portfolio to achieve them. 

The States' Climate Action Map

The States' Climate Action Map visualizes the twenty-eight states who have pledged specific near-term or long-term targets through legislation, executive orders, or announcements to reduce their greenhouse gas or carbon emissions as of October 2021. This map shows all the states with emissions reductions targets in the near-term between 2020-2030, and also those  states with long term targets - targets post 2030.  In addition, it depicts states that have sector specific policies - from energy supply, transportation, industry, buildings, natural and working lands and cross-sector policies - to support their overall targets. This is an on-going project for the Institute and we will be adding additional state-by-state detail in the future.
