In this Issue: The National People's Congress approved the 14th Five-Year Plan this month. In this issue, we highlight the key energy and climate element in the 14th Five-Year Plan. In order to execute the 2021 plan, the State Council assigned the tasks to various agencies. We highlighted the tasks, assignments, and deadlines in Appendix I. Additionally, we cover the Central Committee on Finance and Economics (Chaired by President Xi Jinping)’s remarks on carbon peaking and carbon neutrality strategies; the Ministry of Ecology and Environment’s new documents on greenhouse gas emissions reporting process, among other policies and announcements.

Climate change, environmental protection, and low-carbon development are among the key focus areas of the Chinese government. In this issue, we highlight important policies, decisions, and work plans from the State Council, Ministry of Ecology and Environment (MEE), and the People's Bank of China (PBOC). Most importantly, various policy documents are urging provincial and sectoral carbon peaking plans in response to China’s carbon peaking and neutrality pledges.
